John Mulrooney joined the firm after a 40-year litigation career that included nearly a quarter-century on the bench as a Judge and Chief Judge, in addition to service as a Military Appellate Judge, an Assistant United States Attorney, a Department of Justice INS Trial Attorney, an Assistant District Attorney, a Navy Judge Advocate, and a Principal Law Clerk.

He served as the Chief Administrative Law Judge at the Drug Enforcement Administration, a Military Judge on the Navy-Marine Corps Court of Criminal Appeals, and an Administrative Law Judge for the Social Security Administration, and is a retired Navy Captain. As Chief Judge of the Drug Enforcement Administration, he presided over an unprecedented number of complex drug diversion cases involving practitioners, major pharmacies, manufacturers, and distributors.

John has co-authored multiple published law review articles and has lectured extensively on the law both within and outside government.

In addition to his time on the bench, John has litigated at the trial, administrative, and appellate levels on both the prosecution and defense sides. His litigation experience includes cases involving national security, felony and misdemeanor criminal matters, immigration issues, and Social Security disability cases. John provides sound, comprehensive counsel to his clients and is an able, thorough, and aggressive litigator who comes to court fully prepared.
